The Tax Collector world boss will appear
After the Haunted Carriage spawns it'll take a route that is pre-determined to get to its final D2R Items destination. You can simply meet the Haunted Carriage in traveling to its final destination (or just stand in line at the final stop) however, you're much better to track the carriage while it travels instead of just participating in a small part of the festival. To help you, here's a outline of the carriage's journey through the park (map supplied by Wowhead):Once you've located the carriage, you're now able to take part in the event itself.
While the Haunted Carriage moves along its planned route It is sometimes targeted by security personnel. Guards' positions are indicated by the skulls on maps above. There may be a small difference in where exactly the guards' spawning locations, but you'll likely encounter them in that general area.
Guards won't be too difficult (especially if you're participating as a team with others), but they're a decent source for gold and gear drops. It's the reason it's advised that you follow the carriage through its entire length in order to take part in as many of those guard fights as you can.
After the carriage's route, the Tax Collector world boss will appear and attack players who are accompanying the carriage.The design direction of Diablo 4, which leans heavily on the inspiration of ancient as well as Old Masters paintings, applies to character creation as well.
